His comments came after British Prime Minister Tony Blair hinted his government could reverse a long-standing policy and begin vaccinating livestock against foot-and-mouth disease. The government has so far resisted vaccination because countries that resort to vaccinations lose their foot-and-mouth-free status, with potentially devastating results for their meat and livestock exports.
